$25b oil sands refinery could be finalized

A B.C. newspaper publisher says he’s close to finalizing a deal for a massive oil sands refinery on the B.C. coast.

David Black told the BC Chamber of Commerce that he’s close to an agreement with an American investment firm for the 25 billion dollar project.

It would be built 25 kilometres north of Kitimat, the same place the proposed Northern Gateway pipeline is supposed to end.

Black says the refinery would use a cleaner approach to processing heavy oil.

He says it would allow Canada to add value to oil sands crude before exporting it to Asia.
