Council to look at Whistleblower policy, urban taxation Tuesday

Regional council meets Tuesday night after having a week off and on the agenda is a recommendation from staff to adopt a Whistleblower Policy effective January 1st.

The policy would let staff and the public report wrongdoing without any fear of retaliation.

Costs to put the policy in place would be in the 2016 operating budget.

Also on tap at the meeting is a proposed change to the wording of the Utilities by-law to make it more clear the RMWB doesn’t allow grandfathering in expansions or new builds.

This will be the first reading of the by-law amendment.

Council will also take a look at recommendations tonight to Rural Economic Development Programming, something they asked staff to look into back in August.

The report will look at ways to ensure fair taxation for rural hamlets, possibly creating “Hamlet Service Areas” or changing the taxation structure.

Finally, regional Council will receive a report on changes made to spending on capital projects in the second quarter of this year that saw 11 projects changed to save $4.9M.

The savings will be used to fund projects that are ready for shovels in the ground.
