Cenovus is moving ahead with a new oil sands project north of the city.
The company has submitted applications for the new Telephone Lake SAG-D project, which could produce 45 thousand barrels per day.
The project is about 70 kilometres east of Fort McKay.
Cenovus says it will need to de-water a layer of about 150 metres.
