The province as set aside 10 million dollars for its review into the health care system.
The review will investigate whether patients have been given preferential treatment to jump up waiting lists.
Health minister Fred Horne says they could approve more money later for witnesses and interveners.
But the opposition Wildrose is calling it a dog and pony show.
The party says the government broke its promise to also investigate bullying of doctors and political interference in the healthcare system.
