Keystone X.L. decision likely pushed into next year

The fate of TransCanada’s $7-billion Keystone X.L. oil sands pipeline will probably be decided next year.

The U.S. State Department says that it won’t release its final environmental assessment of the line until it’s reviewed and published more than a million public comments from its draft ecological analysis.

Then, the department can begin a 90-day review of whether the pipeline is in the country’s national interest.

After that, other federal agencies have 15 days to appeal, which potentially pushes the decision into December or January.

The line would run from Alberta to Gulf Coast refineries.
