Lights at Franklin and Richard to fully activate
Upgraded traffic controls at Franklin Ave. and Richard St. are expected to take effect Friday at 10 a.m.

The traffic lights on Franklin Avenue at Richard Street will be upgraded from pedestrian activated to fully active Friday.
The upgraded control is scheduled to take effect at 10 a.m. Dec. 22.
